E-mails not sending for Followed Bills

I predict this issue will take longer to fix considering that I have not worked with the e-mail feature of OpenS. or the user creation/user account aspects of OpenS.

Two issues currently exist.

I am waiting on feedback regarding bills that the users were attempting to follow.

In the mean time I have referred the users to Scout.
