      Description

      From Supportbee:

      {{http://openstates.org/api/v1/bills/FLB00010628
      VoteId: FLV00006077

      has the representative 'Rodríguez, J.' and an leg_id 'FLL000295'

      BUT

      http://openstates.org/api/v1/bills/FLB00011386
      VoteId: FLV00007553

      has the spelling 'Rodriguez, J.' and a null leg_id. (look at the 'i')

      This happens with a couple other people in the application who have Spanish characters in their name.}}

      It appears that the mechanism matching names listed on the roll call votes to legislators is unable to deal with the ambiguity of having names alternatively listed with and without the proper accented characters. This likely isn't an issue specific to just Florida.
